1. Annual Attendance of the PAASS Program

The Professional Aerial Applicator Support System (PAASS) program is presented by pilots for pilots, educating on key safety and environmental professionalism issues important to flying, modern agriculture and crop protection. The primary PAASS Program goals are to reduce the number of aviation accidents and drift incidents associated with the aerial application of fertilizers and crop protection products. To satisfy this C-PAASS component requirement, PAASS program attendance must be recorded for each of the following 3 training seasons: 2022-2023, 2023-2024, 2024-2025.

2. Biennial Participation in Operation SAFE

Operation SAFE (Self-Regulating Application and Flight Efficiency) is a comprehensive program of education, professional analysis of application, and commitment to clearly demonstrate that ag aviation recognizes its responsibility to minimize the potential for adverse health and environmental effects of agricultural chemical application. The backbone of the program is the Professional Application Analysis Clinic—the Operation SAFE Fly-In, which gives the operator and pilot the opportunity to test their equipment with a trained analyst to help interpret the information and to recommend changes to improve performance. To satisfy this C-PAASS component requirement, participation must be recorded in at least one Operation SAFE Fly-In between Fall 2023 and Spring 2025.

3. Annual Completion of Supplementary Courses

Completion of supplementary courses to augment existing safety training and professional development opportunities. The Wires course, deemed immeasurably effective by NAAREF, is a new annual requirement for C-PAASS. Two additional self-paced online courses, one in human factors & aviation safety and one in environmental professionalism, are also required. To satisfy this C-PAASS component requirement, complete the all 3 below courses between Fall 2024 and Spring 2025.

Wires Course


The Flying in the Wire and Obstruction Environment course presented by Utilities Aviation Specialists, taken in-person (at Expo, State Meeting, etc.) is the primary way to satisfy this component requirement. A copy of your completion certificate must be submitted with your application. As an alternative, you may complete the self-paced course below:

4. Annual Membership in NAAA

Membership in NAAA offers numerous educational and other professional development opportunities, including markedly discounted education sessions at the Ag Aviation Expo, online NAAREF safety and education videos, Fly Safe messages, and a weekly eNewsletter. To satisfy this C-PAASS component requirement, be/become a member of NAAA for 2025. Your membership status will be verified upon application submission.

5. Annual Membership in a State/Regional Agricultural Aviation Association

Membership in a state/regional association offers education and leadership development opportunities and roles to help guide the industry into the future. Much of what happens at the national level starts at the state/regional level, and there is no better place to start professional involvement. To satisfy this C-PAASS component requirement, be or become a member of any state/regional agricultural aviation association for 2025. You will upload proof of membership with your application.
